HIGHLIGHTS OF THE 86TH LEGISLATURE

House Bill 1 allocates $86 million in rate increases for community care and Intellectual and Developmental Disability (IDD) providers, pediatric home therapist and pediatric private duty nursing.

House Bill 1 provides $48 million for rate increases and cost growth for Early Childhood Intervention, $11.7 million for salary increases to hire and retain Adult Protective Services workers and supports Community Based Care expansion for foster care.

Senate Bill 1207 increases access to resources and information for families’ of medically fragile children in Medicaid, establishes an independent review of managed care decisions and puts greater protections in place for medically fragile kids and their families.

Senate Bill 1096 improves medication access for kids with disabilities by prohibiting prior authorizations or any other barriers from being used to negatively impact a child’s access to care and streamlines the prior authorization process when a child is hospitalized.

House Bill 72 allows adoptive parents continued access to intensive Medicaid services post-adoption for a child with a chronic health condition, and establishes a program that protects the continuity of care for each child following adoption.

House Bill 2050 protects residents in nursing homes and long-term care facilities from being coerced, influenced or unknowingly administered an antipsychotic or neuroleptic medication without written consent from the resident or a person authorized to consent on their behalf, reducing the potential for abuse.

House Bill 1576 provides flexibility in the Medicaid medical transportation program by allowing Medicaid clients to utilize ride-sharing companies to provide transportation to appointments.

House Bill 4533 establishes a pilot program to provide long term services and supports within Medicaid managed care for those with IDD and a pilot program for providing dental services in Medicaid to those with IDD.

Senate Bill 21 raises the age to purchase tobacco from 18 to 21, with a military exemption.

House Bill 123 allows youth in foster care, youth experiencing homelessness, and unaccompanied minors to receive a copy of their birth certificate without parental consent and with no fee, and apply for a Driver’s License or state ID without paying a fee.

Senate Bill 568 ensures more information is available to parents on the safety records of child care centers and strengthens the child care license renewal process.

Senate Bill 706 reinstates an investigation unit within the Health and Human Services Commission (HHSC) to seek out illegally operating child care facilities.

Senate Bill 1564 improves access to medication-assisted treatment for Texans with substance use disorder by authorizing Medicaid reimbursement for the prescribing of buprenorphine by an advanced practice registered nurse. Buprenorphine counteracts opioid addiction.

House Bill 3345 requires private health plans to cover telemedicine just as they would an in-person visit.
